United States "not threatened" by China's surge in Africa -Obama

PRETORIA (Reuters) - The United States does not feel threatened by the growth of trade and investment in Africa by China and other emerging powers, U.S. President Barack Obama said on Saturday.

"I don't feel threatened by it. I feel it's a good thing," Obama told a news conference during a visit to South Africa.

He said the more countries invested in Africa the more the world's least developed continent could be integrated into the global economy.

"I want everybody playing in Africa. The more the merrier," Obama said.

Obama is embarked on an eight-day trip through Africa to promote trade and business ties between the United States and the continent.

However, he has had to defend his administration against charges it has lagged its predecessors in the level of engagement with Africa, leaving countries like China to reap the economic benefits of a more aggressive approach.

The president's aides have argued that Obama has had two wars and a deep economic crisis to deal with since he took office in 2009.

Obama has also said that U.S. interactions with Africa have included goals of social and political development, unlike those of China, which he said were more narrowly focused on commercial benefits.

"A lot of people are pleased that China is involved in Africa," he told reporters travelling with him on Friday.

"On the other hand, they recognise that China's primary interest is being able to obtain access for natural resources in Africa to feed the manufacturers in export-driven policies of the Chinese economy."

That relationship makes Africa an exporter of raw materials but does not create jobs in Africa and is not a sustainable model over the long-term, he added.

Rapper Eminem admits in a new documentary that his abuse of prescription drugs almost killed him. "My bottom was going to be death," the rapper said in an interview in "How to Make Money Selling Drugs," a 2013 documentary.

The musician talks about how his first Vicodin was a revelation for him since it made him feel "mellow" and also took away his pain.

Friends tried to warn him that he was in trouble, Eminem said, but he pushed them away since he didn't view prescription drug abuse as the same as using crack or heroin.

?I would say, ?Get that (expletive) person outta here,? ? he said in the film. ?I can?t believe they said that (expletive) to me. ... I literally thought I could control (my drug problem)."

Soon the specific drugs didn't matter. "You're taking things that people are giving you that you don't even know what the (expletive) they are," Eminem said. "Xanax, Valium, tomato, to-mah-to."

The drugs caught up to the rapper and he had to be hospitalized. "Had I got to the hospital about two hours later, I would have died," he recalls in the film. "My organs were shutting down. My liver, kidneys, everything. They were gonna have to put me on dialysis, they didn?t think I was gonna make it. My bottom was gonna be death."

After leaving the hospital, Eminem relapsed within a month. "I remember just walking around my house and thinking every single day, like, I'm gonna (expletive) die." The rapper said he didn't sleep for three weeks, "not even for an (expletive) minute," and had to regain the ability to walk and speak.

"I just couldn?t believe that anybody could be naturally happy or naturally function or be just enjoying life in general without being on something," he said. "So I would say to anybody, ?It does get better.'"

"Entourage" star Adrian Grenier is one of the producers of the film, which includes interviews with Susan Sarandon and Woody Harrelson.

Chicago: Four decades later, energy hasn't waned

I didn't know what to expect when I sat there, waiting for the Chicago show (which sold out) to begin. It's not that I dislike the band; it's just that I'm not a fan of its music. Sure, I've heard songs like "Saturday in the Park" and "You're the Inspiration," but to my modern sensibilities these songs don't resonate as strongly as with others from earlier eras.

But on Friday night at the Melody Tent, Chicago pulled from a wide diversity of musical styles and genres to put together a 2?-hour show that embodied the band's career. There were soft moments, there were hard-rocking moments, but the one constant was the band's horn section.

The horn section features three original members of the band, which launched in 1967. These three men, Lee Loughane, James Pankow and Walter Parazaider, have been the constant breath of life in Chicago's music.

And these three didn't disappoint.

The rest of the nine-man ensemble (which includes the only other remaining original member, Robert Lamm) are percussionist Walfredo Reyes Jr., who joined the band last year; guitarist Keith Howland; bassist Jason Scheff (who had the majority of the vocal duties Friday); drummer Tris Imboden; and keyboardist Lou Pardini.

These nine men put together a show that, as Scheff said, would try to touch upon a key point in every part of the band's career. And on that score it didn't disappoint, as it played songs that ranged from peppy (the previously mentioned "Saturday in the Park") to softer ballads ("Will You Still Love Me") to rockers ("25 or 6 to 4"). Along the way the band played several interludes which incorporated pieces of other songs woven together. This was a dizzying experience for the casual fan, as songs bled into one another.

At one point the band played its cover of the Spencer Davis Group's "I'm A Man," segued into a drum solo between Imboden and Reyes Jr., where the rest of the band left the stage for several minutes and returned after the solo to finish off the song.

There were several times where this happened, adding a jam feel to the performance. Throughout the set Chicago showcased the horns, and the guitar got buried in the mix for most of the night. There was one point where the guitarist got to play an extended solo, and that was late in the show with "Here With Me." The guitar was not the only instrument to sound buried in the mix of horns and loud percussion; the keyboards for most of the night were barely audible as well.

There were exceptions to this, such as the somewhat intimate performance of "It's Another Rainy Day In New York City," where Lamm, guitarist Howland and keyboardist Pardini stayed on set while the other six members left the stage.

Overall, the band gave a strong show and appeared very passionate about what they do still. One example of this is the heartfelt speech that Pankow gave near the end of the show, where he expressed gratitude that the band has lasted over four decades. His energy was unmistakable all night, as he jumped around, playing his horn and pointing to the fans as he sang along. At one point during the first interlude, Pankow joined Reyes Jr. as the third drummer for a song.

The energy was up all night, and this band that has successfully leap-frogged from one decade to the next executed its songs with mathematical precision. While I'm still not a big fan of Chicago, I can't deny that its members can play their hearts out, and that's what they did this night.

RBS to decide on branch sale plan in July - sources

LONDON (Reuters) - Royal Bank of Scotland will make a decision on how to offload hundreds of branches it has been ordered to sell by European regulators in the next month, industry sources told Reuters on Friday.

RBS is preparing the business, code named Rainbow, for a stock market flotation but is open to the idea of first selling substantial stakes to strategic investors prior to an initial public offering. The investor would then stay on as a dominant force in the floated company after the IPO.

The bank must sell 315 branches as a condition of receiving a 45.5 billion pound government rescue in 2008 which left it 82 percent state-owned.

Industry sources said RBS is considering proposals from 3 sets of investors who could serve as the strategic partner.

One consortium is led by private equity firms Centerbridge and Corsair and has backing from the Church of England's investment fund, while another comprises several of Britain's biggest investment firms and is led by former Tesco finance director, Andy Higginson.

A third proposal has been submitted by British private equity firm Anacap Financial Partners, in conjunction with U.S. private equity group, Blackstone . RBS could also pursue a stock market flotation of the branches on its own without having additional investors on board, the sources said.

RBS is not yet favouring a particular proposal.

"All bids have their merits and it is too early to say which bidder is most likely to succeed," said one source close to the sale process.

RBS is aiming to tell potential investors what its plans are in the next month, the sources said, although that timetable is not set in stone.

An IPO could happen any time in the next two years, the sources said, but the bank would like to go earlier to avoid competing against a glut of impending bank share sales.

The government is planning to start selling its shares in Lloyds Banking Group soon while Lloyds is looking to spin off 630 branches via a stock market flotation.

The deal adds to an increasingly busy block of UK bank assets seeking investment or new capital over the next year, raising questions of whether the market will be swallow everything.

Spain's Santander and Virgin Money, the financial group that is part of Richard Branson's empire, are both planning to float their UK businesses.

The sale of the RBS branches was halted in October when Santander pulled out of a deal to buy the whole portfolio for 1.65 billion pounds. RBS has said a sale this year is now unlikely, meaning it will have to ask European regulators to extend a December 2013 deadline.

Facebook Saving Advertisers From NSFW Content - Business Insider

Last month, Facebook found itself in the throes of a PR crisis.

Advocacy groups were sick and tired of groups and pages dedicated to celebrating violence against women, and they found a way to get Facebook's attention: Show major advertisers that their ads were popping up next to images reading "don't wrap it and tap it, tape her and rape" or "next time don't get pregnant" over the picture of a woman crumpled at the bottom of a staircase.?

Once 15 companies, including Nationwide and Nissan, decided to temporarily pull ad dollars until there were policy changes, Facebook posted that it would take a more active stand against "controversial, harmful and hateful speech on Facebook."

Friday, the company released a new review policy for pages and groups that will protect users (and advertisers) from inappropriate content.

"We know that marketers work hard to promote their brands, and we take their objectives seriously," Facebook's new policy states: "While we already have rigorous review and removal policies for content against our terms, we recognize we need to do more to prevent situations where ads are displayed alongside controversial Pages and Groups. So we are taking action."

Starting Monday, Facebook will review pages and groups to see if they're appropriate for advertisers. If the page has violent, graphic, or sexual content, then it will be ad restricted, and ads will be removed a few days later.

The new ad-restricted content is more expansive than prior policies that barred racist or homophobic hate speech, for example. "Pages that are suggestive of violence or animal cruelty will be ad-restricted under the new policy, for example, as well as ones that are sexually explicit, even if they don't portray violent scenarios," Ad Age reports.

Furthermore, Facebook adds,?"Prior to this change, a Page selling adult products was eligible to have ads appear on its right-hand side; now there will not be ads displayed next to this type of content."

While the review process will first be done manually, Facebook hopes that in the coming weeks, the process will become scalable and, thus, automated.

Honda orders recall because of fire risk -- for 2nd time

The 2007-2008 Honda Fit's master power window switch can short and even catch fire if it gets wet.

Honda has become the latest automaker to order a recall due to the risk of potential vehicle fires ? a problem linked to a defective power window switch that has led to major recalls at several competitors including Toyota and General Motors. Embarrassingly, it is the second time Honda has had to repair the affected vehicles for the same problem.

In fact, with the recall covering just 143,083 Honda Fit subcompacts sold in the U.S., the latest safety action is relatively modest when compared to the 2.5 million vehicles Toyota had to recall in the States for the problem last October.

The latest action involves 2007 and 2008 model-year Honda subcompacts and is linked to a defective power window module that is vulnerable to rain or spilled liquids that might over time get in through the driver?s window.

?Over time,? the maker explains in a release, ?exposure to water and other fluids can cause electrical resistance in the switch, which ultimately can cause the switch to overheat and melt, damaging the switch and potentially damaging an associated wire harness. Additionally, if a switch melts, it could produce smoke and, potentially cause a fire.?

That is precisely the problem Honda described in January 2010 when it conducted a recall of the same Fit models for the same problem, using a fix it now says, ?has since been determined by Honda not to be sufficiently robust to ensure that all switches would be completely sealed against all possible moisture intrusion.?

If that is not problematic enough, Honda apparently may have to subject some owners to an additional, two-step repair process. It is asking owners of the affected vehicles to bring the little hatchbacks in for inspection as soon as possible. If it appears the defective switches show obvious damage they will be replaced immediately. If not, the maker says it will send the vehicles home, and will contact them later in the year to come back for a replacement ?when sufficient supplies of the updated switch are available.?

It is becoming increasingly common for manufacturers to announce large recalls because underlying components are frequently shared among a wide range of vehicles. And many suppliers sell the same, or nearly identical, components to more than one manufacturer.

As a result, Toyota was forced to recall 7.4 million cars, trucks and crossovers last autumn to deal with the same power window switch issue, including 2.5 million sold in the States. It was the Japanese giant?s largest recall ever.

General Motors has also had to order major recalls covering a wide range of products due to the switch problem, including one recall announced earlier this month involving 250,000 Chevrolet Trailblazers and GMC Envoy SUVs.A defective airbag system produced by a single supplier, Takata, similarly led to a major recall by a wide range of Asian and Western makers earlier this year.

But the Honda recall is a problem for the maker at a variety of levels. It not only is ordering a re-do of previous work but could subject some owners to multiple additional visits to the repair shop.

Compounding the situation, Honda has suffered a growing number of safety-related recalls in recent years, coming in as first or second in terms of the number of individual vehicles involved for each of the last four years.

And this year it seems on track to lead the list again, having recalled several million vehicles sold in the U.S. for problems including brake and airbag defects, as well as transmissions that can shift out of Park resulting in runaway vehicles.

Nonetheless, the maker still landed in the Top 10 according to the latest J.D. Power Initial Quality Survey, a measure of problems experienced by owners during the first 90 days after purchase. But the maker lagged behind Toyota and, among mainstream brands, both Chevrolet and GMC ? their parent General Motors topping the IQS list among individual manufacturers for the first time.

President Obama is heading to South Africa from Senegal as part of his African tour, where Nelson Mandela's daughter says he might visit Mandela if doctors approve. NBC's Keir Simmons reports.

Barack Obama said Friday that he did not need a ?photo op? with Nelson Mandela, saying the ?last thing? he wanted to do was be intrusive at a time when the anti-apartheid icon?s family are concerned about his health.

However, the president did not rule out a meeting with Mandela, whose ex-wife Winnie Madikizela-Mandela said Friday had made a ?great improvement? compared to a few days ago.

On Tuesday, Mandela's daughter Zindzi said that her father ?opened his eyes and gave me a smile? when she told him Obama was coming.

Speaking about her ex-husband Nelson Mandela, Winnie Mandela says, 'From what he was a few days ago, there is great improvement' in the former South African president's condition.

Speaking on Air Force One as he flew to South Africa from Senegal, Obama said that ?we?ll see what the situation is when we land.?

?I don't need photo op," he said. "The last thing I want to do is be intrusive at a time when the family is concerned? with Mandela?s condition.

He said the main message he wanted to deliver was ?profound gratitude? for Mandela?s leadership and to say that ?the thoughts and prayers of the American people are with him, his family and his country.?

This message could be delivered to his family and not directly to Mandela, the president said.

On Thursday, Obama said he had already had the "privilege of meeting Madiba [Mandela's clan name] and speaking to him."

"And he's a personal hero, but I don't think I'm unique in that regard," Obama added. "If and when he passes from this place, one thing I think we'll all know is that his legacy is one that will linger on throughout the ages."

Madikizela-Mandela, speaking outside Mandela's former home in the Johannesburg township of Soweto, said her ex-husband seemed to be getting better.

?I?m not a doctor but I can say that from what he was a few days ago there is great improvement," she said.

When asked by NBC News Special Correspondent Charlayne Hunter-Gault?whether the family would welcome a visit by Obama, Zindzi Mandela said Thursday she wasn't aware of any formal request. However, she added that decision would be left with doctors treating the Nobel Peace Prize laureate.

Ahead of his arrival in Johannesburg on Friday, an anti-Obama protest was held not far from the hospital where Mandela is being treated with one demonstrator claiming the U.S. president had been a ?disappointment.?

Reuters reported that nearly 1,000 trade unionists, Muslim activists, South African Communist Party members and others marched to the U.S. Embassy where they burned a U.S. flag, calling Obama's foreign policy ?arrogant and oppressive.?

"We had expectations of America's first black president. Knowing Africa's history, we expected more,? Khomotso Makola, a 19-year-old law student, told Reuters. He said Obama was a ?disappointment, I think Mandela too would be disappointed and feel let down.?

South African critics of Obama have focused in particular on his support for U.S. drone strikes overseas, which they say have killed hundreds of innocent civilians, and his failure to deliver on a pledge to close the U.S. military detention center at Guantanamo Bay in Cuba housing terrorism suspects.

However, Nigerian painter Sanusi Olatunji, 31, had brought portraits of both Mandela and Obama to add to a growing number of flowers, tribute notes and gifts outside the hospital.

?These are the two great men of my lifetime,? he told Reuters. ?To me, Mandela is a prophet who brought peace and opportunity. He made it possible for a black man like me to live in a country that was only for whites.?

In the latest statement on Mandela?s condition, South African President Jacob Zuma said the 94-year-old was ?much better? on Thursday than he had been the previous night. "The medical team continues to do a sterling job," he added.

A statement issued by Zuma?s office said he and Obama would hold ?crucial bilateral talks that will take forward relations between the two countries? on Saturday.

?South Africa values its warm and mutually beneficial relationship with the United States immensely. This is a significant visit which will take political, economic and people to people relations between the two countries to a higher level, while also enhancing cooperation between U.S. and the African continent at large,? it said.

The statement noted Obama?s visit was being made as South Africa prepares to celebrate ?20 years of freedom? ? 1994 saw the first elections in the country in which all its citizens were eligible to vote. Mandela voted for the first time in his life in that year and was elected the country?s first black president, serving until 1999.

?South Africa greatly appreciates the solidarity provided by the Anti-Apartheid Movement in the United States during the struggle for liberation,? the statement said.

Peregrine Pharmaceuticals shares plummet

Shares of Peregrine Pharmaceuticals Inc. sank Thursday after the drug developer said it will stop studying a treatment combination involving its potential lung cancer drug bavituximab.

THE SPARK: The Tustin, Calif., company said a combination of bavituximab, carboplatin and a chemotherapy drug labeled paclitaxel did not produce a meaningful enough difference in overall survival in patients compared with carboplatin and paclitaxel alone. The company had just completed an analysis of data from a mid-stage study of the drug.

Peregrine said the combination involving bavituximab did produce an average overall survival of 14 months.

THE BIG PICTURE: Peregrine still plans to start a late-stage study by the end of the year of bavituximab combined with another chemotherapy drug, docetaxel. That combination will be delivered to patients with a form of lung cancer who have already tried another treatment.

Peregrine does not have any approved products, and bavituximab is its most advanced experimental drug. The company had more than $42 million in cash as of June 24. It said it has enough cash resources to fund operations for at least the next 12 months.

SHARE ACTION: Down nearly 25 percent, or 38 cents, to $1.17 in heavy trading Thursday morning, while broader indexes climbed about 1 percent. The stock closed Wednesday up 18 percent since the start of the year.

The Complex Path to Justice

After completing a year of law school in her home country of Montenegro (the former Yugoslavia), Sanja Chastain moved to New York and in 2011 earned an associate degree in criminal justice from BMCC.

Next, she transferred to John Jay College and completed a dual baccalaureate/master?s program in forensic psychology in 2013.

?Only 29 of us were accepted,? she says of her accelerated studies at John Jay. ?It?s a really tough program. You must maintain a 3.5 GPA. We all made it, though. If you struggle with certain classes, the professors are available, and you can participate in study groups.?

One professor who made a strong impression on her there was Mindi Wapner, who acquainted students with an STU, or Special Treatment Unit for sexual offenders in New Jersey.

?Even if they finish their sentence, they remain locked up in a treatment center,? Chastain explains. ?A panel of two to three psychologists argue if they are ready to release the person into the community or not.?

Someday, she intends to be part of such a panel.

?It?s not an easy thing,? she says. ?Someone?s liberty, their life is at stake?and not only that person, but a whole family is affected.?

Life-changing decisions
Forensic psychology ?examines the gray area between criminal justice and psychology,? Chastain says, and is good experience, she says, for her ?dream job,? which is being a criminal court judge.

?A forensic psychologist evaluates a person, someone who commits a crime, and if they suffer from a mental disorder, you argue that they can?t go through the same legal process as someone who isn?t ill,? she says. ?You recommend treatment, alternative sentencing.?

On the other hand, she says, ?if you find that the person doesn?t have a mental disorder, you have to be ethical in your decision. It doesn?t matter if we?re hired by the prosecution or the defense or the court itself; we have to stay objective.?

To stay current on case outcomes related to those of the offenders she will evaluate, she follows Supreme Court rulings carefully.

Also, she says, ?Having the law school background will distinguish me from other forensic psychologists. It?s my passion. I love teamwork, but I like creating something by myself, challenging myself, building a case for each decision.?

First, though, she is returning to Montenegro to finish law school, which she had began before moving to the United States and starting over with her college career.

Then, after completing law school in her home country, she?ll fly back to New York, and enter law school again. She?s considering Cardozo, NYU or Columbia, and transferring credits will shorten her time earning an LL.M. (Master of Laws) degree before taking the New York State bar exam.

Complicated as this all sounds, she says, her plan is the most efficient, most economical way to reach her goals.

Starting over, in English
Sanja Chastain grew up speaking Serbo-Croatian, language of the former Yugoslavia, and lived in the capital city of Podgorica (also known as Titograd).

?We studied English in elementary and high school, then I had English in college, but I learned most of my English when I came to the United States,? she says.

She enrolled in a Learning Across America intensive English-language class through the continuing education department at BMCC, when she first arrived.

?One professor, Margaret O?Connor, was extremely helpful,? she says.

?She was very patient with us. Our class met for six hours straight, speaking and writing English. It was hard, to focus for that long on English, and I was surprised that out of a class of non-English speakers, I was the only one from a foreign country. All the others grew up in New York.?

To engage with English as much as possible, she also watched TV with closed captions, ?and I always had five dictionaries around me, and stickers everywhere; labels in English on my wall, my door, on everything around the apartment?plus I always try to have a book on me,? she says, pulling a hefty biography of Albert Einstein from her shoulder bag.

Does she miss Montenegro, a country the size of Connecticut, renown for its mountains and beaches, but also known for its historically volatile cultural mix of Orthodox Christian Serbs, Catholic Croats, Muslim Bosnians and others?

?I have been in New York 11 years now, and I?ve learned how to be a New Yorker,? Chastain says.

?Montenegro is an old-fashioned society, and things are different today, as compared to 15 years ago, but it?s not like New York. My parents were the exception in that they encouraged me to be educated; my mom was an economist with the government, and my father was in military, a very educated man. They encouraged me to become educated, too.?

?Once you?re in the water, you have to swim?
In addition to her studies at John Jay College, Sanja Chastain completed 400 hours of unpaid internships at RTI International, a nonprofit organization that provides study and analysis in areas including education and social policy.

?We worked with people who are mentally ill; alcohol or drug abusers,? she says. ?We administered a questionnaire to them, and interviewed them. These are people who have been convicted for substance abuse-related offenses, and are sentenced to alternative treatment facilities.?

It should be noted that while completing her internship, her associate degree and dual bachelor?s and master degree program, she worked full time in an Italian restaurant in the West Village of Manhattan.

?I studied in the subway, on the bench in the hallway outside my classes, between shifts, any chance I got,? she says, and adds that she even found time for one short vacation.

?I took a 10-day road trip with some friends,? she says, and describes their adventures winding through Arizona, New Mexico, Texas and Louisiana. ?We saw the Grand Canyon for the first time, the White Sands Desert, Monument Valley.?

She looks forward to completing her academic journey, then making a permanent home in New York City.

?We have an expression,? she says, ??Once you are in the water, you have to swim?.?

In New York, she adds, it is easier to ?swim? because ?even if you are a foreigner and your English is not perfect, you are still given an opportunity. It?s a great thing.?

Bing Translator comes to Twitter's official Windows Phone app

Automatic translation comes to Twitter's official Windows Phone app

It's not every day we see Windows Phone being used to launch a major new feature, but Twitter has done just that. An update to its official app has just enabled automatic translation if you happen to be reading a person's tweet that isn't in English. The tweet isn't translated in your actual timeline; instead you have to manually click through, but that's nothing to complain about. Microsoft's Bing Platform, also released yesterday, is likely being used as the backend, so this feature could very well come to Twitter's official apps on Android and iOS (not to mention a whole range of other apps) in the near future.

British Muslims urged to denounce sex crimes in forceful sermon

LONDON (Reuters) - Muslims across Britain heard a sermon on Friday urging them to help prevent a recurrence of recent high-profile crimes such as organised child rape and the gruesome murder of a soldier in London, which have put their community in the spotlight.

Congregations in around 500 mosques heard the sermon arguing that Muslims must speak out following the conviction of men of Pakistani and east African origin on Thursday for running a child sex ring in the city of Oxford.

The case, where seven men were convicted of offences including child rape or sexual activity with children, followed others in Derby, Rochdale and Telford in which Muslim men, usually from Pakistani and South Asian backgrounds, were found guilty of 'grooming', or luring children into sex rings.

The murder of soldier Lee Rigby outside London's Woolwich barracks last month, which is being treated as terrorism, has prompted a series of demonstrations against Islam and a rise in islamophobic attacks, including suspected arson at an Islamic centre in London.

"The combination of publicity from a number of these cases hitting the headlines in a short space of time and the fallout from the Woolwich case will create a major challenge for the Muslim community," the sermon read.

"With so many individuals from a Muslim background involved in such crimes, we have a responsibility to condemn this," congregations heard, as they were encouraged to take action to prevent such acts.

Prime Minister David Cameron had called the Woolwich attack "a betrayal of Islam and of the Muslim communities who give so much to our country".

The Muslim Council of Britain, which represents Britain's nearly 3 million Muslims, sent out the sermon in conjunction with a group that campaigns against street grooming.

"We wholeheartedly condemn the disgraceful actions of those involved in these cases and welcome the convictions in the cases that have been through the courts," the sermon said.

"We wish to show our support for the (victims) of this terrible crime, many of whom are innocent children, and we wish to affirm that Islam as a religion of mercy and compassion places a strong obligation on safeguarding and protecting the weak and vulnerable from (oppression) and abuse, particularly of women and children."

Ansar Ali, spokesman for the Together Against Grooming project, said the sermon was unprecedented.

"We have brought together mosques and imams from all over the UK, irrespective of differences, to collectively deliver a hard-hitting sermon," he said.

"We are united in our stand against sexual grooming and, as Muslims, we are leading the effort to rid society of this crime."

Watchdog warns of waste in Afghan aircraft buy

WASHINGTON (AP) ? The Pentagon is spending more than three-quarters of a billion dollars to buy Russian-made helicopters and other aircraft for an Afghan aviation unit that lacks the troops and expertise to operate and maintain the equipment, a government watchdog warned.

The Special Inspector General for Afghanistan Reconstruction said in a report Friday these shortcomings mean the helicopters and fixed-wing aircraft destined for the Afghan Special Mission Wing "could be left sitting on runways in Afghanistan, rather than supporting critical missions, resulting in waste of U.S. funds." The report recommended putting the purchases on hold until the Afghans develop the capacity to support the aircraft.

The findings are sure to reverberate on Capitol Hill, where there is stiff opposition to the purchase of the Mi-17 helicopters from Rosoboronexport, the state-run Russian arms exporter that is a top weapons supplier to Syrian President Bashar al-Assad.

The Pentagon announced June 17 that Rosoboronexport had been awarded a $554 million contract for 30 Mi-17s to be used by the Special Mission Wing, a move that came just days after the House approved a 2014 defense policy bill that included a prohibition on contracts with the Russian agency. The Senate Armed Services Committee included a similar ban in its version of the bill.

The defense policy bill for 2013 also barred the Pentagon from using funds from that fiscal year for contracts with Rosoboronexport. But the Pentagon said money from the 2012 fiscal year was being used for the Mi-17 acquisition, so the restriction does not apply.

A Defense Department spokesman said there was an "urgent, near-term need" to buy the wing the Mi-17s, a multimission aircraft designed to operate at high altitudes and uniquely suited for the wing.

"Careful consideration of all the information available to the department confirms that it would be in the public interest to procure the Mi-17s needed for the (wing) from Rosoboronexport," Army Lt. Col. Jim Gregory said in a statement.

In addition to the Mi-17s, the Pentagon is spending $218 million on 18 PC-12 cargo aircraft from the Sierra Nevada Corp. of Sparks, Nev., to allow the Special Mission Wing to perform counterterrorism and counternarcotics missions, the report said.

The special inspector general is recommending the purchase be suspended until the wing's staffing, recruiting and training problems are resolved. Chief among them is finalizing a memorandum of understanding between the Afghan interior and defense ministries that would give the military control of the wing. But the document remains unsigned due largely to the interior ministry's "resistance to surrendering authority" over the wing, according to the report.

Michael Dumont, the deputy assistant defense secretary for Afghanistan, Pakistan and Central Asia, said in comments included in the report that delaying the purchase of the aircraft until the agreement was signed "would unacceptably delay our efforts to develop the (wing) into a capable force."

The wing was to have 806 personnel by mid-2015, but as of late January had just 180, according to the report.

Filling out the wing's ranks won't be easy, the report said, due to challenges of finding Afghan recruits who are literate in their own language, competent in English and can pass the strict, 18- to 20-month U.S. vetting process that includes eliminating candidates who have ties to criminal or insurgent activities.

The flow of Afghan trainees from helicopter flight training at Fort Rucker, Ala., to more intense training in the Czech Republic "has been slow and uneven, ranging from a low of two up to eight trainees at a time," according to the special inspector general.

The report blamed a lack of steady funding for the training from the Defense Department, failed background checks for prospective pilots and flight engineers, and the Czech government's requirement that each Afghan trainee have a certificate signed by Afghan authorities.

Compensation, especially for mechanics, is another barrier to recruitment because Afghans with a basic command of English are in high demand and can get higher pay elsewhere, the report said.

Another key shortcoming is the dearth of pilots capable of flying at night, when most counterterrorism missions are conducted. As of late January, only seven of the 47 pilots assigned to the wing were fully mission qualified to fly with night vision goggles, the report said.

STOCKHOLM (Reuters) - Ingvar Kamprad, founder of furniture company IKEA, announced on Wednesday he plans to return home to Sweden 40 years after leaving the country to escape its high taxes. Kamprad, 87, said he would return from Switzerland before year-end and settle down on a farm outside of Almhult, a southern Swedish town where he founded IKEA 70 years ago and put Swedish "flat-pack" furniture on the global map.
