Canada needs a health care ombudsman to address complaints about poor medical treatment, according to a recent survey.

The survey was part of the Canadian Medical Card Association's annual report on health care, published Monday in the group 's conference in St. John' s.

"Patients are often lost in the confusion in the care of health," said CMA President Dr. Jeff Turnbull.

The report card examined attitudes about issues like the adoption of a Charter of Patient Health Canada to ensure accountability, a complaint mechanism, the funding models of health care and the next federal- Provincial health.

The respondents were convinced that a letter from the patient's health must include the resource for those who receive poor health, with 87 percent saying they support a mechanism for citizens to complain about health services.

About 86 percent supported the inclusion of an independent ombudsman for complaints about the poor health service in the Charter of the patient's health.

The survey also suggests:

82 percent of Canadians agreed that a letter from the patient's health that describes patients' rights and responsibilities of the system more efficient.

80 percent agree that the number of complaints against a jurisdiction should be reported so that people can compare the jurisdictions together.

97 percent under the federal, provincial and territorial governments to start working together on an agreement to replace the health of the current agreement, which expires in 2014.

93 percent agree that governments should meet annually to discuss the state of health in the country.

Respondents were more divided over whether the federal and provincial health agreement must have a national or jurisdictional approach, with 52 percent prefer a national scope with all the provinces agree on how the system will be financed, commitment and accountability .

Similarly, 49 percent chose a model in which the provinces and territories receive a certain amount of funds for health care to spend as they see fit. The other 46 per cent felt that a part of each of the provinces and territories should be 'funds withheld until performance targets are met. Five percent did not respond.

Ipsos Reid conducted the survey between July 5 and July 8, through an online survey of 1,026 adults in Canada and a telephone survey of 1,000 adults in Canada on July 6 and 7.

The telephone survey results are considered accurate within plus or minus 3.1 percentage points 19 times out of 20.
